Senator Hatfield, Mr. Chief Justice, Mr. President, Vice President Bush, Vice President Mondale, Senator Baker, Speaker O'Neill, Reverend Moomaw, and my fellow citizens:

To a few of us here today, this is a solemn and most momentous occasion; and yet, in the history of our Nation, it is a commonplace occurrence.

The orderly transfer of authority as called for in the Constitution routinely takes place as it has for almost two centuries and few of us stop to think how unique we really are. In the eyes of many in the world, this every-4-year ceremony we accept as normal is nothing less than a miracle.

하필드상원의원, 대법원장, 대통령 각하, 부시 부통령, 먼데일 부통령, 베이커 상원의원, 오닐 하원의장, 무마우 목사 그리고 국민 여러분, 오늘 여기에 모인 우리들 중의 몇 명에게는 이 취임식이 엄숙하고도 의미심장한 행사일 것입니다.

그러나 대통령 취임식이라는 것은 이제 우리나라의 역사에서는 흔하고도 평범한 일이 돼버렸습니다.

거의 두 세기 동안 권력의 이행이 헌법에 의거하여 질서 있게 일상적으로 이루어져 왔기 때문에, 우리가 이 점에서 얼마나 독특한가를 새삼 숙고해보는 사람들은 거의 없습니다.

그래서 우리는 이 4년마다 한 번씩 행하는 의식(儀式)을 아주 당연한 것으로 여기고 있으나, 세계의 많은 사람들은 이것을 마치 기적을 보듯 보고 있습니다.
